Request for Proposals Issued to Advance Housing Development at Three Tulsa Sites

PartnerTulsa, Tulsa’s economic development entity, in coordination with the City of Tulsa, has announced the issuance of a Request for Proposals (RFP) for the purchase and redevelopment of three Tulsa Development Authority–owned sites to advance new housing opportunities and continued neighborhood investment in Tulsa.

The RFP seeks qualified developers, individuals, and organizations to submit innovative, housing-focused redevelopment concepts for the following properties:

Proposals must align with the Crutchfield and Pearl District Small Area Plans and complement the surrounding neighborhoods, with an emphasis on quality design, long-term community benefit, and affordable housing development.

“Housing is essential for economic growth, strengthening communities, and addressing the growing demand for affordable living options,” District 1 City Councilor Vanessa Hall Harper said. “By investing in new housing projects, we not only promote home ownership but also stimulate long-term growth through improved infrastructure. Furthermore, embracing new housing development is crucial for building resilient and thriving communities.”

“The Pearl District, with its proximity to downtown and Route 66, is an optimal area for development - especially housing,” District 4 City Councilor Laura Bellis said. “This is an opportunity to help solve our housing crisis, leverage strategic urban planning, and build a walkable environment people can live, work and recreate within.”

As background, expanding housing opportunities has been one of Mayor Nichols’ six core priorities, including a citywide goal of placing 6,000 affordable housing units on the ground by 2028. In 2025, the City launched a housing unit tracker to keep up with the work, which can be found online at: www.cityoftulsa.org/housing 

“Tulsa’s housing shortage didn’t happen overnight, and it won’t be solved by a single project - but this is exactly the kind of work that moves the needle,” said Gene Bulmash, the City of Tulsa’s Senior Advisor of Housing. “By putting underutilized public land back into productive use, we’re creating opportunities for more housing, stronger neighborhoods, and real progress toward our housing goals.”

A virtual pre-proposal meeting will be held on January 14, 2026, to review project goals, site details, and submission requirements. Final proposals are due March 5, 2026.

“These properties represent strategic opportunities to drive economic development and strengthen neighborhood vitality across Tulsa, said Ashley Philippsen, TDA Chair. “We’re seeking development partners who share our commitment to equitable growth and who will help us transform these sites into vibrant assets that create jobs, support local businesses, and serve our community for generations to come.”

To register for the pre-proposal meeting, respondents should send an email to rfp@partnertulsa.org by Monday, January 12, at 5 p.m. CST. In the email, respondents should provide the company or individual name of the respondent intending to submit a proposal and the name and email address of all persons that should receive an invitation to the virtual meeting. Log-in and access information will be provided to all registrants on January 13.
