Kirkpatrick Heights-Greenwood Master Plan Update

Applications are now open for individuals to apply to serve on an Advisory Committee to assist the City, PartnerTulsa, and the Tulsa Development Authority (TDA) in the creation of a Community Development Corporation (CDC) that will support the development of 56 acres of land in Greenwood and North Tulsa.
 
The is one of the first implementation steps in the newly released Kirkpatrick Heights-Greenwood Master Plan – a community-led plan that outlines what the community wants to happen with 56 acres of land in Greenwood and North Tulsa that the City and TDA currently own.
 
The Advisory Committee will have a sole responsibility to work with TDA to create the legal framework, structures, and organization of a 501(c)(3) Community Development Corporation to ultimately steward the land.
 
“The formation of an Advisory Committee brings us one step closer to creating a governance structure for these publicly owned sites,” Mayor G.T. Bynum said. “The team at PartnerTulsa has done an incredibly thoughtful job of creating a process to move this community-led vision forward, and I want to invite any of our engaged neighbors in Greenwood and North Tulsa to consider becoming a part of this historic work.”

Applications are due March 22, 2024. Qualified applicants will be interviewed and selected by April 5, 2024.
 
“This is another significant step in the process to execute and implement the Kirkpatrick Heights – Greenwood Master Plan,” said Jonathan Butler, Senior Vice President of Community Development for PartnerTulsa. “We remain steadfast and determined to realize the community’s vision and to ensure that our processes are co-designed and co-led in partnership with the community.  We are also deeply committed to processes that remain open, transparent, accessible, and inclusive.”
 
As the Community Development Corporation takes shape, some Advisory Committee members might transition to board positions, but it’s expected the Committee will disband once the corporation is established.  
 
The formation of an Advisory Committee was recommended as a key implementation step in the Kirkpatrick Heights-Greenwood Master Plan. Throughout 2023, PartnerTulsa worked alongside a Community Governance Working Group to determine a governance structure for community benefits and eventual ownership of these publicly owned sites.
 
“We want to identify more people who support the mission and vision outlined in the Master Plan and are willing to use their skills, experiences, and abilities to serve and support the creation of the legal framework to establish a strong and effective Community Development Corporation to steward long-term community ownership,” Butler added.  “It’s an honor to be associated with transformative partnerships between community members and government institutions.”
 
As background, PartnerTulsa received a technical assistance grant in February 2023 through the Opportunity Accelerator, an initiative of Results for America designed to support governments in their efforts to promote economic mobility and reduce racial disparities in their communities.  In collaboration with the W. Haywood Burns Institute and other national partners, Tulsa’s work with the Opportunity Accelerator focused on developing a community-led process to determine a governance structure for community benefits and eventual ownership of the publicly owned sites.  
 
Through a series of workshops, public meetings, community interviews, and field trips to existing community-based organizations nationally, a Community Governance Working Group recommended that TDA establish a 7–9-member Advisory Committee to support the creation of a Community Development Corporation that will ultimately steward the land.
 
“This Advisory Committee is an incredibly necessary step as we seek to provide guidance and feedback on the establishment of a Board of Directors for the entity that will eventually have the governance responsibility for implementation of the Master Plan,” said Eugene Harris, a longtime Tulsa resident and member of the Kirkpatrick Heights-Greenwood Master Plan working group. “This advisory committee is essential to maintain a connection with the community and gain insight from individuals who have specific skills and experience related to the Plan.”
 
Members of the Advisory Committee should ideally have backgrounds in fields such as real estate, construction, law, community development, economics/business associations, finance, communications, nonprofit leadership, fundraising, research, and evaluation. At least three of the members will be residents of the Master Plan’s study area.
 
Time commitments for Committee members will likely include bi-weekly meetings of approximately 1 hour, which could include more or less time based on the progress of the project.
