Based on a year’s worth of stakeholder engagement, the City of Tulsa has narrowed its search for a Residential Care Center facility to one preferred location at 3910 Park Road.
A Residential Care Center is a referral-based facility with individual apartments/rooms to help those in need who historically had barriers to service at other facilities. Based on the latest housing data, Tulsa needs 500 beds for those experiencing homelessness and the Care Center falls in line with the City’s strategy to fill those needs.

What is the goal of the program?
To provide a safe and stable environment with services to help residents achieve personal objectives and transition into permanent housing within 120 days.
How is this different from other temporary housing options in Tulsa?
This facility offers private apartments and services for referred guests only. Individuals are not allowed to line up outside of the facility for an overnight stay, or daily services such as food distribution.
Who is allowed to reside at the Care Center?
Formerly homeless individuals and families who have no other housing options. Residents are allowed to bring their animal companion.
What are the eligibility requirements of the program?
Residents must be able to perform basic physical needs such as dressing, eating, bathing, and toileting. Registered sex offenders and persons convicted of a violent felony are not allowed. Residents will also be required to sign an agreement to act in ways that are safe for themselves and others.
What does the preferred facility/location include?
Furnished rooms with a personal kitchen and bathroom, an enclosed courtyard space, indoor communal areas, and outdoor green space.
What is the referral process for someone to live at the Care Center?
Partner agencies such as local hospitals, outreach teams, emergency shelters and first responders can make referrals to City Lights staff for further evaluation.
How do residents get access to jobs, grocery stores, schools, and appointments?
City Lights staff collaborates with partner agencies to offer a wide range of services on-site. Residents without a personal vehicle have access to transportation services.
When are friends and family allowed to visit residents living at the facility?
Visitors are welcome between 10 a.m. and 4 p.m. Monday to Friday. All visitors must sign in and sign out with City Lights staff and remain in common areas.
Will residents be allowed to come and go as they please?
Residents are expected to sign in and sign out. City Lights staff will perform daily check-ins with all residents to ensure people are safe, healthy, and that all rules are being followed.
What happens if a resident is not successful in the program and chooses to leave?
City Lights will work with other partner agencies and transport them to other services. No loitering or tent camping will be allowed on or near the property.
