District & Sign Heritage Program

The Department of City Experience – Community Development and Public Works Department have partnered together to facilitate the District & Heritage Sign Program for destination districts, commercial corridors, and for organizations and groups to commemorate areas within our city with historic and/or cultural significance.

This program aims to increase placemaking efforts in our destination districts and commercial corridors, honor our unique history and culture, help with wayfinding for locals and visitors alike, and enhance Tulsans’ attachment to their community.

$150 District & Heritage Sign Program Application Fee

$150 Installation Fee (for the first sign). $100 for each additional sign (if multiple signs are requested). Fee includes the cost of installation hardware needed for sign assembly and installation, the sign pole, and the installation of the sign by the City. Signs will remain installed for a period of ten years.

$100 Re-Installment Fee (Per Sign). Fee to replace and renew signs that have been damaged, stolen, or expired. Failure to pay for a replacement sign will cause the sign to be removed. Renewals, if desired at the end of the ten-year period, will be handled like new requests with all applicable rules and fees in effect at that time.  If renewal is not arranged, the sign will be removed.

(Fee varies) Wayfinding Sign Fabrication & Installation Fee (Per Sign Blade). The fee is determined by the size needed for the verbiage/characters proposed. Fee includes the wayfinding sign printing setup costs, wayfinding sign blade fabrication, the cost of installation hardware needed for sign assembly and installation, and the installation of the sign by the City. Signs will remain installed for a period of ten years.

  1. Read the District & Heritage Sign Program materials, including the guide, FAQs, and application.
  2. Gather any application materials you may need, including estimated total number of signs, sign design, text of the wayfinding sign blades, boundary map, and a brief description of the historic and/or cultural significance of the area in which you are requesting signage.
  3. Conduct outreach to any other districts, organizations, or neighborhoods that your proposed sign boundaries overlap.
  4. Complete a petition to show that the businesses and residents within your proposed sign boundary are in support of participation in the City of Tulsa District & Heritage
  5. Sign Program. By participating in the program, businesses and residents are agreeing to the installation of District & Heritage signs. A verification statement confirming the signatures on the participation petition are valid and represent at least two-thirds (67%) of businesses and residences adjacent to the signage is required from the applicant. In addition, eighty percent (80%) of properties within the proposed sign boundary must be accounted for, either by signature and indication of preference (in favor or oppose) or by written statement by the applicant why a specific property was not represented. The applicant will be responsible for soliciting businesses and residents for signatures and submitting the petition along with other required documents as part of this application. City of Tulsa Destination Districts and Vibrant Neighborhood Partnership enrollees are exempt from this step in the application as their boundaries are already officially recognized.
  6. Complete your application online or mail it to the Department of City Experience – Community Development, Attn. Sam Extance, City of Tulsa, 175 E. 2nd St., Suite 480, Tulsa, OK 74103.
  7. Once your application is submitted, you will be contacted by Sam Extance to review your application and guide you through next steps (if additional materials or information are needed).

Your application is reviewed by the Public Works Department, Department of City Experience – Community Development, and the Tulsa Arts Commission. This process typically takes 60 days.

How is a District & Heritage Sign different from a regular street sign?
A District & Heritage Sign is different from a traditional street sign in two key ways: design and purpose. The purpose of a traditional street sign is wayfinding for residents, visitors, and service providers. Traditional street signs have a standardized design, so they are recognizable to pedestrians, cyclists, and motorists as directional signage. A District & Heritage Sign’s purpose is placemaking and to honor an area’s unique history and culture. The design is distinctive and unique.

How do I know if my district or commercial corridor is registered with the City of Tulsa?
While any group is welcome to apply for a District & Heritage Sign for their area, preference is given to districts who are registered with the City of Tulsa. Check your District’s Registration

What happens if the specified area where I want to install signs overlaps with another neighborhood or district?
If your boundary overlaps with another district or area, you must receive a letter of support from that organization to move forward with your sign installation and locations.

What qualifies an area as historically or culturally significant?
For the purposes of this program, we define historic and cultural significance as aesthetic, historic, scientific, social, or spiritual value for past, present, and future generations of Tulsa that are embodied in the place itself (as well as the place’s associations, uses, meanings, and records).

What does the District & Heritage Sign installation fee include?
The District & Heritage Sign installation fee is per sign and includes the cost of installation hardware needed for assembly, the sign pole, and the installation of the sign provided to the city by the applicant.  

What does the Wayfinding Sign Blade Add-On Fee include?
The wayfinding sign blade add-on fee is per pole and includes the cost of fabrication of two wayfinding sign blades, installation hardware needed for assembly, and the installation of the wayfinding sign blades. The fee varies depending on the size needed for the text/characters submitted.

What does the District & Heritage Sign Program application fee cover?
The application fee covers the cost of labor, administration, and management of the District & Heritage Sign Program.

What happens if the district signs or wayfinding sign blades installed are missing or damaged?
If the signs that are installed in your area are missing or damaged, the organization that applied for the program is responsible for paying for replacement signage. The Streets & Stormwater Department will re-install missing or damaged signs once they receive replacement district signs from the organization. To replace wayfinding signs, Streets and Stormwater will work with the organization to fabricate and re-install the missing signs.

Who do I contact to report missing, damaged, or improperly installed signs or wayfinding signs?
To report a missing or damaged sign for repair and/or replacement, contact 311.

The name or text that I’d like to include in my District & Heritage Sign includes special characters. Are these allowed?
Yes, special characters (also known as diacritical marks) are allowed. Examples of diacritical marks include., ḋ, ẽ, ớ, etc. Hyphens and Periods are allowed. Punctuation marks, however, are not allowed. This includes apostrophes, brackets, colons, commas, dashes, ellipses, question marks, exclamation marks, parentheses, quotation marks, semicolons, and slashes.

How long will my District & Heritage Signs remain in place?
Once installed, District & Heritage Signs will remain in place for a period of ten years after which a new application will need to be submitted to the Tulsa Planning Office.

Where do I deliver my district signs once they have been fabricated?
Once you receive your district signs from your vendor, you can drop them off Monday-Friday, 9 a.m. – 4 p.m., 4015 N. Harvard Ave., Tulsa, OK 74115.
