Charging Stations - Electrical Vehicle Permitting Process

In the City of Tulsa, installing an electric vehicle (EV) charging station is designed to be a straightforward process, primarily requiring a standard electrical permit only.

Before you get started, please utilize the following steps as a check list to assist in the successful installation of charging stations.


Property Owner Responsibility: Determine type of charging equipment.

It is the responsibility of the property owner to contact your electric provider or an electrician to clarify specific service connection requirements and ensure your electrical system can handle the added load.
Are They Licensed? Look Up 

Know Your Charging Equipment Needs: Electric Vehicle (EV) charging infrastructure is classified by the rate at which the batteries are charged:

  • Alternating Current (AC) Level 1 Charging – Approximately 5 miles of range per 1 hour of charging.
    • Power Output: Assumes 1.9 kW charging power (uses a standard 120V household outlet).
    • Primary Use: Residential garages for drivers with low daily mileage or plug-in hybrids.
  • Alternating Current (AC) Level 2 Charging – Approximately 25 miles of range per 1 hour of charging.
    • Power Output: Can range from 2.9 to 19.2 kW power output (uses a 240V outlet)
    • Primary Use: Home residences, dedicated fleet depots, and employee-only workplace parking.
  • Direct Current (DC) Fast Charging Level 3 – Approximately 100 to 200 + miles of range per 30 minutes of charging.
    • Power Output: power outputs up to 500 kW.
    • Primary Use: Rapid Charging along heavy traffic corridors.

The following permit types are applicable to EV charging installations:

  • Electrical Permit (Residential/Commercial): Always Required
  • Building Permit: Only required if the installation goes beyond electrical work and involves building a new structure or altering a structure that triggers a building permit (Residential/Commercial). If commercial, see additional State requirements below.
  • Right of Way Permit: May be required if placing any equipment in City of Tulsa’s easement or right of way. Questions call (918) 596-9245.
  • Professional Installation: While homeowners can apply for permits, hiring a licensed electrician or design professional is recommended to handle the application, ensure the work meets the latest National
  • Electrical Code (NEC) standards and International Code Council (ICC) standards and coordinate the required City inspections.

The State of Oklahoma has two pieces of legislation, the DRIVE Act and the Oklahoma Electric Vehicle Charging Act, that apply to commercial installations of EV chargers. These state laws pertain to charging stations with a capacity of fifty (50) kilowatts or greater and that require payment for use.

Do state requirements apply to my project?
If any of the following statements are true for your project:

  • The charger is a private, residential (home) unit
  • The charger has a power output less than 50 kilowatts, and/or
  • The charger does not require payment for use
  • Then State of Oklahoma requirements do not apply to your project. If none of the above statements above are true for your project, state requirements likely apply.
