Human Rights Discrimination Complaints

All people within the City of Tulsa have the right to non-discriminatory housing, City services, and access to public accommodations. Title V of the City of Tulsa’s Revised Ordinances outlines various policies, definitions, and prohibited acts related to human rights, as well as establishes a Human Rights Commission to promote non-discrimination in the City of Tulsa.

The Mayor's Office of Resilience and Equity (MORE) can assist with the following complaints. 

Contract Discrimination
No employer shall engage in any unlawful employment practices while doing business with the City of Tulsa.

Housing Discrimination
It is illegal to refuse to sell, rent, lease real property; guarantee loans, or accept mortgages because of a person’s race, color, religion, disability, national origin, ancestry, sex, marital status, familial status, sexual orientation, or gender identity.

Public Accommodation
It is illegal for any public facility to segregate or separate, or refuse services, goods, or accommodations because of a person’s race, color, religion, ancestry, national origin, sex, age, or disability. Examples of public facilities include hotels, grocery stores, movie theaters, amusement parks, beauty shops, banks, schools, and restaurants.

ADA Grievance
The city of Tulsa fully complies with the American with Disabilities Act which prohibits discrimination and guarantees that people with disabilities have the same opportunities as everyone else. It is illegal for any person, organization, employer to discriminate against a person because of their disability. Examples of discrimination include housing, lack of public accommodation, or refusal of employment.

Option 1 - Download the Human Rights complaint form and drop off at the City Clerk’s Office

Option 2 - Call 311 and a customer care representative will complete a short intake form over the phone.

  • The intake form will automatically be forwarded to MORE, and the appropriate department will reach out to you. Intake forms will automatically be forwarded to our office, and our Compliance Officer will contact you within 48 hours. 

Option 3 - Visit 311 online and fill out a short intake form

  • Visit Tulsa311 online. You will be prompted to log-in to Tulsa311 or create an account.
  • The intake form will automatically be forwarded to our office, and the appropriate department will reach out to you. Intake forms will automatically be forwarded to our office, and our Compliance Officer will contact you within 48 hours. 

Please note – all complaints need to be filed within the City Clerk and MORE Office.

Tulsa Human Rights Commission

  • The commission primarily serves in an advisory capacity to the Mayor and City Council by conducting research, recommending policies, programs, and initiatives, and directly advocating for Human Rights in Tulsa.
  • The Human Rights Commission receives quarterly reports from the Compliance Officer to gain insight and remain up to date on human rights complaints in Tulsa.
