Emergency Repair and Rehab Programs

The City's Housing and Community Development Division manages grants and loan programs to help qualifying homeowners needing assistance with rehabilitation of their properties. The programs are funded by the U.S. Department of Housing and Urban Development. The programs are only available to homeowners in the city limits of Tulsa who meet all program requirements, including the income limits.


The Emergency Repair Grant is available to very low income residents to make emergency repairs to conditions that threaten the health and safety of the occupants, the resident must own and occupy the residence, reside within the city limits and qualify financially. This is a grant program and is not required to be repaid.

Applications are not being accepted at this time for the Emergency Repair Grant. This page will be updated once the application process opens again.

The rehabilitation loan is available for moderate to very low income residents to assist citizens with home repairs, weatherization, and energy efficiency, each residence is given a rigorous inspection to include Lead Based Paint (LBP), Electrical/Mechanical/Plumbing (EMP), Structural, and interior repairs. The resident must own and occupy the residence, reside within the city limits and qualify financially. This is a loan program that is either deferred for five years or the resident is set up on a payment plan based on their income.

What are the qualifications for the program?

  1. Home must be within city limits (not in a Flood Zone).
  2. Total family income must not exceed income guidelines.
  3. No Contract for Deeds.
  4. Applicant must own and live in the home.

Is there a cutoff date for applications?
No, but due to limited funding applications may be halted at any time until the next fiscal year.

What are Qualifying Repairs?
Only repairs that are deemed an emergency and detrimental to the health and safety of the occupants. These include: electrical, plumbing, leaking roofs, sewer lines, heating, and security issues such as broken doors or windows.

What documents need to be turned in with the Emergency Repair application?

  • Proof of Income, at least 2 months (for anyone over the age of 18 in the home)
  • Deed (with applicant’s name)
  • Copy of most current utility bill
  • Other documents may be requested by the financial officer on a case-by-case basis.

How will the Inspector get in touch with me?
One of our inspectors will either reach you by knocking/visiting the home, posted notice at home, and/or phone call.

How do I return my completed application?
You can return your completed application one of four ways:

What happens once I turn in my application?

  • Once your application is received it will be reviewed to see if you pre-qualify.
  • Then an inspector will visit you in your home to make sure you have a qualifying repair. If so, you will be approved for a repair.
  • The process to get bids and get the repair done can take a few months to complete.

We Need Contractors!

The Housing Office in conjunction with several HUD funded programs invites general contractor, electrical, plumbing, mechanical, or roofing contractor to apply for the Housing Programs' contractors list.


Qualifications

  • Insurance
    • General Liability Insurance: All contractors shall have general liability insurance that insures $500,000 for each occurrence and $1,000,000 aggregate.
    • Workers Compensation: All contractors shall carry workers compensation insurance in accordance with the laws of the State of Oklahoma, for all persons engaged in work at the site. DCE Housing will not accept exempt status for the Housing Assistance Programs.
    • Vehicle: All contractors shall carry comprehensive automobile insurance in accordance with the Laws of the State of Oklahoma and the City of Tulsa.
  • Not De-Barred (HUD has a list of De-Barred contractors, you company cannot be on this list)
  • Email Address (Your email address must have the ability to print PDF files)
  • Required License/Registrations (Electricians, Plumbers, Mechanical, Roofers, Lead Base Paint)
